That is not true - ultimate means last, penultimate means second last.
But that isn't the meaning we use when describing things as ultimate.
In this context, ultimate means best, penultimate second best.

penultimate never means second best. "ultimate" means best when it's being used figuratively. As in, "This thing is so good that there is no need to ever make another one". That same figurative language makes no sense for "penultimate" being "The thing so good that we'll just make one more, and then stop"
Edit: lots of the replies are just examples of cases where being "penultimate" is also second best, because the things are ordered from worst to best. That is a meaningless coincidence that has nothing to do with the figurative meaning of "penultimate". If someone says to me "penultimate" in the context of how good something is, they don't mean "second best" - they mean "best" and just misused the word.

We often use ultimate when the context is a series of things ranked and displayed from worst to best. Like "ultimate sports showdown", when the last game is between the best teams. So if that's the context here, it works.

I'd argue that most people see 'penultimate' as "almost ultimate" rather than "almost last," so its definition can vary depending on which definition of 'ultimate' is being used, especially since we tend to like to put the best last in rankings and each next best before.
The truth is that 'penultimate' itself has actually already evolved to mean "top-quality" to many, but that can fit just fine in other people's lexica in the context of being "almost the best." I can't say if that's how it gained that meaning or if people just saw it as 'ultimate' with more syllables, but I think it has grown to fit regardless.

Did you know that penultimate means 2nd last?
Now I'm imagining you going around the world destroying other people's creations. Every time you destroy a hot wheels setup they ask why and you respond with "There can only be one more" as you slowly put your cool ass shades on and walk away with your black trenchcoat flowing behind you.
You continue to do this until you find one so amazing that you can't bring yourself to destroy it. By now you're famous around the world as the destroyer of hot wheels creations. The creator asks why him. You drop to your knees and say with tears streaming from your shades "This is it, the final one. I have seen the end and it is beautiful". You stay there silently weeping for a while but then stand up and walk off to destroy more hot wheels setups because this must remain the final setup and there is work to be done.

This is actually the second design, the first "Metropolis I" used 80 hot wheels and they all fell off like you'd expect. "Metropolis II" uses custom cast cars with magnets to keep everything on track and a teflon coating to reduce friction. There's still a person in the middle to fix it if anything goes wrong

it is an art exhibit at the LA county Museum of ART (LACMA)
if you have a young kid, or neice/nephew you need to take them there.
and it is a short walk to the la brea tarpits (next door)
