an encounter with the morality police in a Kabul cafe
The man’s dark curly hair stuck out in all directions from under his black turban. Its wildness seemed to add to the stern look on his face. He did not look at me. He was focused on the young woman. I saw her quickly put her iPhone in her handbag as he approached.
“What are you doing here?” he asked after he stopped by her table. “Who are you chatting with?”
The woman kept her eyes lowered and answered softly, “I am waiting for my friend here. My friend Soraya is coming to read a book with me.”
He pointed emphatically at the book on her table. “We are reading this book? This book?”
I could see the book from where I was sitting. I quickly realized it was the book “Becoming” by Michelle Obama.
“This place is not Islamic. Your dress is not Islamic. Your book is not Islamic either,” the man told the woman. “Why don’t you wear an Islamic hijab? We fought with the infidels for 20 years for your hijab!”
The woman did not reply. She did not even look at the man. Her eyes stared ahead, resting on the book in front of her. The man from Vice and Virtue warned her, “You should not be seen in this place again with this hijab.”

Taliban bans foreign NGOs from providing educational services
The Taliban has ordered foreign NGOs and charities to suspend their educational programmes in Afghanistan.
Sources from UNICEF, Save the Children and ACTED have confirmed to KabulNow that they have been ordered to suspend operations in Sar-e-Pol and Faryab provinces.
A Taliban official said UNICEF is exempt from the ban, but didn’t elaborate on the reasonings behind the decision.
An audio recording, apparently of a Taliban official, he is heard saying foreign NGOs have been banned from providing their services. The affected NGOs, he says, have been given time to wound up their operations.
This comes days after the Taliban’s supreme leader, Mullah Hibatullah Akhudzada, meeting the group’s heads of provincial education departments.

Inquiry about Allowing Afghan Passport holders to Enter Malaysia for Educational Purposes
Hello,
I recently received a message from someone stating that there is a directive from the Malaysian Immigration Department issued on 8th February 2021 which prohibits students from certain countries, including Afghanistan, from applying for IPS courses.
“As per the directive by the Malaysian Immigration Department issued on the 8th of February 2021, students from the following countries are not allowed to apply for IPS courses:
- Afghanistan
- Angola
- Western Sahara..etc”
To clarify this matter, I would like to inquire specifically about IPS courses and whether Afghan students are eligible to apply for them. I understand that IPS courses refer to "International Preparatory Programmes" typically offered by universities to prepare international students for undergraduate or postgraduate studies.
